This isn't a theory this is how the game works and you can confirm it yourself if you want to see it. In nearly ever case the numbers lined up EXACTLY.

So to prove this information I used mods to skip to the Lunar scavenger with max Tri-Tips and attacked for 10 seconds, then read the bleed stacks. Because of the last syringe only increasing 10% on average Mul-T gets 14.81% each. Mul-T has no cooldown frames and benefits fully from every syringe, until 27 hitting his cap of 60/s. The good news is one character is safe, Mul-T. This makes the jump in speed INSANE, going from 186 syringes to 187 should increases her attack speed by 500%!! On average though she gets only 7.49% from a syringe, less than half. Even better is she doesn't have the same amount of animation frames, so her limit is 1 frame + 1 cooldown frame. Capping Huntress as 187 Syringes for merely 1500% compared to 2905% (check 'the wild' for more). Initially the values are better and have less zero increases but its much further drawn out.

Huntress actually gets this effect even worse.

Okay, so that's weird but reserving frames makes sense. In some cases picking up one Syringe can even boost base attack speed by up to 83.33%!! Much higher than should be possible, but if you average all the way to Commando's cap a Syringe on average gives 9.72% attack speed nearly half what is says. The spreadsheet uses purely Soldier's Syringes but as you can see for Commando Syringes several literally add zero real stats, not a single extra shot, then the 24th adds 5 extra shots because of rounding. This gets even weirder because animations gets rounded to the next frame (0.016 seconds) so in many instances picking up more attack speed does LITERALLY NOTHING. This animation has a minimum of 2 for Commando, meaning at best Commando will ALWAYS take 3 or more frames to shoot - hard capping him at 20/s. The issue is most characters have a reserved frame between animations, for Commando this means of the 10 frames given per shot, only 9 are affected by attack speed.
